On May 26, 1931, a call signed by 326 members and 94 adherents of Zion Presbyterian Church was made, and accepted by Mr. Webster effective July 21. He was inducted Friday August 21, 1931, with the following in attendance: Rev. A. J. MacGillvary D.D. former Moderator of the General Assembly(l926), and Rev, M. Scott Fulton DB. of Chatham, Ontario, among others. Rev Thomas A. Roger, Moderator of P. E. I. Presbytery presented and inducted, Rev. J. Keir Fraser D. D. presented the sermon, Rev. Robert Moorhead Legate of the Kirk of St. James (Interim Moderator of Zion) narrated the steps leading up to the call and later addressed the congregation and Rev. W. E. Davies gave the charge to the newly inducted minister.

It was in Zion that, Mr. Webster made his most significant contributions to the Presbyterian Church. Under his leadership Zion congregation made substantial gains in every way until it became one of the outstanding churches in the Maritimes. His influence was felt far beyond Zion and he served as Moderator of Synod in 1940.

In the anniversary celebration week in May 1935 (75th anniversary) the mortgage, being paid on the Church building, was ceremoniously burned (May 17, 1935). He served Zion for 21 years, 219 day, the longest of any minister. He conducted approximately 50 weddings, 50 baptisms and 50 funerals each year. Work with children and young people was always an interest and priority with Mr. Webster. One picture taken in of the Young Peoples Society in 1946 included 69 people, with some missing from the photo. A number of young people, influenced by Zion's minister (both Zion members and students attending Zion while studying at Prince of Wales College) became ministers and deaconesses during his tenure.

The Websters' only child, Margaret, served the Presbyterian Church in several positions: National Girls' Work Secretary, Organization Secretary for the W.M.S. and the Canadian Council of Churches' National Secretary for Canadian Girls in Training. Later she studied at the University of Toronto and University of Geneva, Switzerland, receiving a Ph.D. degree(U. of T.) and an honorary D.D. (Presbyterian College, Montreal) From 1957 to 1983 she was principal and Professor of Christian Education at Ewart College, Toronto, the College for the education of Church Educators and Deaconesses in the Presbyterian Church in Canada.

Carlyle Webster was subsequently pastor of Wallacetown and West Lorne, Ontario from April 7 1953, to his death on November 20, 1953. His funeral service was conducted by the Presbytery of London, in New St. James Church.
