Jacques was born at Lac au Sournan, PQ, on January 13'”, 1932 , the oldest of four children to Germaine Guenette and Charles-Antoine Gilbert. At an early age his family moved to Victoriaville where Jacques attended elementary school at the Institut Victoria. Afier completing high school at the College de Levis Jacques entered St. Dunstan’s in the fall of 1950, and graduated with a BA. in 1951. Following his graduation from SDU Jacques entered McGill where he graduated with a B. Eng. in 1955 and a M. Eng. in 1957. Later, he completed 3 Ph.

D. at Laval in 1968. Jacques early professional employment history began with Canadian

Aviation Electronics in Montreal in the summer of 1955. Thereafter, he began to work with the Defence Research Establishment, (DREV) at Valcartier P.Q. in 1957 and continued with this organization until he retired in 1995.

He was awarded the Defence Research Board Scholarship for three years from 1965 to 1968., and in 1971 was awarded the Gold Merit Medal of the Professional Institute of the Public Service of Canada.

On April 1“, 1960 Jacques man'ied Lise Matte and they became the parents of four children; Charles-Antoine, an electrical engineer, born in 1961; Michel, a biologist/oceanographer, born in 1962: Jean-Claude, a civil engineer, born in 1964, and Paul-Arthur, a tool engineer born in 1966.
