Mark was born the older of two children on February 17th, 1931, to Agnes Violet Trainor and Mark Rudolph MacGuigan in Charlottetown, P.E.I. He completed his elementary education at Queen’s Square School and high school at Prince of Wales College. He entered St. Dunstan’s in 1949 and graduated with a BA. summa cum laude in 1951. He attended the University of Toronto (M.A., and Ph.D.); Osgoode Hall Law School, York University (LL.B. 1958); Columbia University (LL.M., J .S.D.). He was admitted to the Law Society of: Upper Canada (1958), Newfoundland ( 1984), Prince Edward Island 1984. Queens Counsel, Ontario (1982).
Mark was employed by the University of Toronto, Law: Assistant Professor ( 1960-63), Associate Professor (1963-66), New York University, Criminal Law: Visiting Associate Professor (summer 1966). Osgoode Hall Law School, York University: Professor (1966-67). Founding Dean of the Faculty of Law, University of Windsor (1967-68).
In 1968 he was elected Member of Parliament for Windsor- Walkerville; re-elected 1972, 1974,1979, 1880. During 16 years in the House of Commons he served as: Parliamentary Secretary to the Minister of Manpower and Immigration (1972-74), and to the Minister of Labour and Multiculturalism (1974-75); Chairman of the House of Commons Special Committee on Statutory Instrumentsl968-69 (unanimous report); Joint Chairman of a Special Joint House of Commons and Senate Committee on the Constitution 1970-72 and 1978 (unanimous report; Chairman of the House Standing Committee on Justice and Legal Affairs 1975-79; Chairman of the Sub-Committee on the Penitentiary System in Canada 1976-77 (unanimous report).
