Jack was born the third child in a family of six children on September 2nd, 1919, to Mary Mclsaac and Leo MacLellan in Glencorradale, P.E.I. He completed his elementary and high school education at Souris, FBI, and after having served with the Navy for almost five years, entered Prince of Wales College , from which he graduated in 1949. He promptly enrolled in St. Dunstan’s and graduated with his B.Sc. in 1951. While studying at St. Dunstan’s Jack served as a Lieutenant in the Naval Reserve.

In 1957 Jack graduated from Dalhousie University in Halifax with an M.D.C.M. and spent four years in private practice in St. Peter’s Bay, P.E.I. He then moved to Ottawa and completed his qualifications for his F RCPS.
