Wilbert was born at Orwell Cove, Prince Edward Island, on June 5, 1928, the seventh of eleven children of Francis and Marie (Gleeson) Rooney. He attended elementary school at Orwell Cove and high school at St. Dunstan’s. While attending St. Dunstan’s, Will was a member of the Canadian Officers Training Corps and as such attained a Captains Commission in the Canadian Army Reserve Force. He graduated with a Bachelor of Arts from St. Dunstan’s in 1951, and attended the Ontario College of Education to complete his teachers training.

His work history included six months with Household Finance which he describes as a terrible experience. He joined the RCAF and served in London, Ontario, and Summerside, PEI. Upon leaving the Air Force in 1953 Will worked with General Electric and Seiberling Tire Company in Toronto for the next two years.
